About the State Procurement Board (SPB)
The Public State Procurement Board (SPB) was established under the Procurement Act Chapter 22:14 No 2//99. Under this Act the SPB was mandated to:-
conduct procurement on behalf of procuring entities, where the procurement is of a class prescribed in procurement regulations; and
supervise procurement proceedings conducted by procuring entities, in order to ensure proper compliance with this Act;
initiate investigations in terms of section forty-six and take action pursuant thereon in terms of section forty-seven; and
to perform any other function that is conferred or imposed on the State Procurement Board by or in terms of this Act or any other law.
Public Procurement Guidelines of November 2015 together with Statutory Instrument (S.I. Show more 126 of 2015) amended the Procurement Regulations (S.I. 171 of 2002) to empower procuring entities to award tenders under the supervision of the SPB.
Under the same guidelines and SI the SPB will assume a new oversight role on the:
quality of Request for Proposals (RFPs) and Procurement Notices (PNs)
basis for tender awards
contract management
The SPB is responsible for over 300 Procuring Entities (PEs) that include:-
Central Government and Departments
Parastatals
Local Authorities
Tertiary Institutions and Schools
